While we're pleased to see infrastr ucture responsibilities going to a senior minister, we will be working hard to ensure the Government continues to develop and implement its infrastr ucture strategy, which it announced before the election. Readers will also remember that before the election we issued a Roadmap for the Next Tasmanian Government, with 50 recommendations for action. Different parties reacted to these in different ways, and as the fog of the election clears, the R ACT remains committed to a robust approach to road safety management. Fragility in gover nment is no excuse to put road safety -- in other words, significant and ongoing trauma and tragedy across our state -- on the back- burner. I was str uck recently when I read the R ACT's 1924 Motor Year Book, which goes back to the year after the for mation of our organisation, (read the story in this edition of Motor News Journeys) that although governments come and go, way back in 1924 we were determined, as we are today, to uphold the best interests of road-users in ter ms of infrastr ucture and safety. So I would urge this new Government and indeed the entire Parliament to keep a fir m focus on infrastr ucture development and road safety refor m and to read our Roadmap again, together with their pre-election pledges in response to its recommendations. For example, the Liberals and the Greens responded positively to the R ACT's recommendation that a Parliamentary Joint Standing Committee on Road Safety be appointed, similar to the one in the Victorian Parliament. These two parties also agreed with our passionately- held position that road safety education needs to become a compulsory subject in high schools. Labor declined to support this, and now that some Greens are sitting at the Cabinet table with Labor, we will be strongly reminding them of their pre- election position to support us on this matter. ------------ As readers would know, the R ACT has been taking a leading role on the issue of mobility for older people. Recently we hosted US older driver expert Dr Elin Schold Davis as part of an Australian and New Zealand tour and we brought together a group of key stakeholders in our boardroom. Dr Davis is the project coordinator for the American Occupational Therapy Association's Older Driver Initiative, identifying practical solutions to assist older drivers maintain their mobility. Have a look at w w w.car-fit.org A significant and immediate challenge for the Australian Gover nment is to develop a comprehensive and strategic national response to safe mobility for all senior Australians. ------------ As part of an Easter blitz in March, Tasmania Police mounted a joint operation in the Northern District with transport inspectors using ANPR (Automatic Number Plate Recognition) cameras. According to police, this operation detected numerous drivers who were committing licence and registration offences, including driving while disqualified or unlicensed and driving an unregistered vehicle. The R ACT has been calling for such joint operations and we would like to see more ANPR technology introduced and deployed to make our roads safer by intercepting vehicles that shouldn't be on the road, either because the drivers aren't licensed or because their cars aren't registered. Last year, police told a conference of our joint R ACT advisory committees that a small number of motorists caused the largest number of problems on our roads. We agree. While the vast majority of motorists are responsible and law-abiding, there is an anti-social element that tends to be over-represented in offences. These drivers don't worry about the r ules and ANPR technology is helping to get them off our roads. Interestingly, the point about habitual law-breakers was also illustrated over Easter in the police blitz statistics. One driver caught was a disqualified driver, with five prior convictions for driving while disqualified. Another was a disqualified driver with three prior convictions for driving while disqualified and five prior convictions for drink driving. Road safety can benefit more from targeted strategies aimed at habitual offenders, rather than drastic ideas that penalise everyone, such as blanket speed reductions. ------------ The Kokoda Trail has become an important symbol in the hearts of Australians -- each year increasing numbers make the trek in the footsteps of World War Two Diggers. On page 31 of this issue of Motor News Jour neys, we follow Tasmanian Chris Guesdon's retur n to PNG after nearly 40 years to walk the track with his daughter; and on page 55 we preview next year's Kokoda expedition, timed to coincide with Anzac Day 2011.
